Hint: If you have free space available, you don't have to just wait for people to arrive. If you are the town administrator, this is entirely up to you, but if you are merely building businesses in other colonies you will have to wait for the town to do it, although it doesn't usually take them that long. These Concessions are available from the regional Viceroy at a cost of 1 Fame Point and will allow you to build a new type of handicraft business.
